Explanation

BACKGROUND
This ordinance authorizes the Franklin County Municipal Court Administrative and Presiding Judge to contract with Amethyst, Inc. and authorizes the expenditure of up to $65,472.00 from the Municipal Court general fund for a long-term treatment program integrated with sober housing for women.

Support for ten slots in Amethyst's long-term treatment program integrated with sober housing for women identified in the Franklin County Municipal Court CATCH program in need of this level of care. Specifically, these slots are designated for those women who do not meet the homelessness criteria established by HUD through the Shelter Plus Care program. Currently, Amethyst cannot cover the costs of rent and utilities for women who are non-homeless, yet in need of a sober living environment integrated with long-term, intensive treatment services. Amethyst has a formal partnership with the CATCH program, participating in client meetings with the court and serving as a referral source for women in the program. Costs for ten slots for a year in Amethyst's housing are: $65, 472. These costs encompass rent, utilities, repairs/maintenance of the units, including cleaning, painting, furnishings and consumables. This figure assumes that the majority of slots are for an individual in need of a one bedroom unit.

FISCAL IMPACT: The 2010 budget for the general fund appropriated funds for the purpose of long-term treatment program.

Emergency legislation is requested to authorize the contract and the expenditure to permit treatment to begin immediately.
