Explanation

Background:
This legislation will authorize the City Attorney to accept a supplemental grant award from the Franklin County Board of Commissioners, Office of Homeland Security and Justice Programs for the Witness Assistance Program Database Project and Domestic Violence Advocate Training grant. It will further authorize the transfer and appropriation of matching funds required by the supplemental grant award. It is a one time grant under the American Recovery and Reinvestment Act (ARRA) and requires a 25% match from City funds.

The grant partially funds a Domestic Violence Victim Advocate who serves the Franklin County community within the City Attorney's Prosecution section. It also funds the development and implementation of a database used to maintain records and statistics on victims and suspects. This supplemental award will fund training for Domestic Violence Unit personnel.
Emergency action is requested to allow the services supported to commence as soon as possible.

Fiscal Impact:
The required supplemental matching funds of $1,890.00 are included in the City Attorney's 2010 General Fund Budget.
