Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Service to enter into a professional engineering services contract with DLZ Ohio, Inc.
This project involves the preparation of a Preliminary Engineering document to recommend roadway and streetscape improvements to North Washington Avenue from East Broad Street to East Long Street, North 9th Street from East Broad Street to East Long Street, and East Gay Street from Cleveland Avenue to North Washington Avenue in the area known as Creative Campus.
Considerations should include but not be limited to pavement, curb, sidewalk, bikeways, ADA compliance, street trees, traffic calming, traffic control, street lighting, stormwater, and utility improvements. The project may involve final engineering and construction plan preparation of the recommended improvements.
This project complies with the recommendation of the Pedestrian Thoroughfare Plan because the project will utilize the PTP for guidance in determining improvements. Pedestrian generators and destinations impacting the proposed project include Columbus State, Columbus Museum of Art, College of Art and Design, First Congregational Church and State Auto.
The Department of Public Service, Office of Support Services solicited Requests for Proposals for the Roadway Improvements - Creative Campus contract. The project was advertised through the City's Vendor Services web site from October 5, 2011 to November 3, 2011. The city received Three (3) responses. All Three were fully evaluated when the Evaluation Committee met on November 17, 2011.

5. EMERGENCY DESIGNATION
Emergency action is requested to provide funding for the professional services described above at the earliest possible time to provide for project analysis and improvements for pedestrian and travelling public at the earliest possible time.

WHEREAS, there is a need to provide professional engineering design services for the preliminary engineering of the Roadway Improvements - Creative Campus project; and
WHEREAS, The Department of Public Service, Office of Support Services solicited Requests for Proposals for this project; and
WHEREAS, DLZ Ohio, Inc. received the highest score by the evaluation committee and will be awarded the contract for this project; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service, in that this legislation should go forth immediately to provide funding for these engineering services to provide project analysis and design services for pedestrian and travelling public improvements at the earliest possible time, thereby preserving the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Public Service be and hereby is authorized to enter into a professional services contract with DLZ Ohio, Inc., 6121 Huntley Road, Columbus, OH, 43229 for engineering services associated with the Roadway Improvements - Creative Campus project.
SECTION 2. That the expenditure of $638,606.03, or so much thereof as may be needed, be and hereby is authorized from the Streets and Highways G.O. Bonds Fund, Fund 704, Department No. 44-01, Department of Development as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
