Title: To authorize the Director of the Department of Development to modify Homebuyer Education contracts with Columbus Urban League, Homes on the Hill, and Mid-Ohio Regional Planning Commission to extend the termination dates; and to declare an emergency.
Explanation

BACKGROUND: This legislation authorizes the Director of the Department of Development to modify three Homebuyer Education contracts under the Neighborhood Stabilization Program. Those contracts include EL011022 with Columbus Urban League, EL011027 with Homes on the Hill, and EL011133 with Mid Ohio Regional Planning Commission by extending contract termination dates from December 31, 2011 to May 30, 2012. The additional time will allow the subrecipients to continue their Homebuyer Education services to low, moderate and middle income households.

In response to the housing mortgage crisis, the city of Columbus has been awarded Neighborhood Stabilization Program 2 (NSP2) grant funds from the U.S. Department of Housing and Urban Development (HUD). The use of NSP2 funds requires that homebuyers receive homebuyer counseling from HUD Certified Counseling agencies. The contracts with these three nonprofit organizations provide HUD Certified homebuyer education.

Emergency action is requested so these contracts can be extended without interrupting program services.

FISCAL IMPACT: No additional funds are required.

WHEREAS, the Director of the Department of Development desires to modify Contracts EL011022 with Columbus Urban League, EL011027 with Homes on the Hill, and EL011133 with Mid Ohio Regional Planning Commission by extending contract termination dates from December 31, 2011 to May 30, 2012; and
