Explanation

BACKGROUND: This ordinance authorizes the option to purchase Ready Mix Concrete, Flowable Controlled Density Fill (FCDF), and Sand for all city agencies. The term of the proposed option contract will be through April 30, 2014 with the option to extend one additional year, subject to mutual agreement by both parties, in accordance with formal bid SA004217. The Purchasing Office opened formal bids on January 26, 2012. The ready mix concrete materials are used for various repair and construction projects throughout the City of Columbus.

The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA004217). Twenty-nine (29) bids were solicited (MAJ:27, M1A:5: F1: 2) Two bids were received (MAJ:2).

Greensboro Corporation only bid item 5C. Anderson Concrete Corporation bid all items except 5C.
Item 5C is not recommended for award as the material is not regularly ordered and it is not in the best interest of the City to establish and maintain a contract for this one item. This material should be bid as needed.

The Purchasing Office is recommending award to Anderson Concrete Corporation for all items bid as the only responsive bidder.

Total Estimated Annual Expenditure: $250,000.00

The company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of States database for Findings for Recovery.

This ordinance is being submitted as an emergency because without emergency action Ready Mix concrete, FCDF, and Sand used for repairs and construction projects throughout the City of Columbus will be delayed and the efficient delivery of valuable public services will be slowed.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Mail, Print Services, and UTC Fund. City agencies will be required to obtain approval to expend from their own appropriations....
