Title: To authorize and direct the Mayor to accept a grant and execute a memorandum of understanding from Mayors Against Illegal Guns Coalition in the amount of $60,000.00 to continue funding the "Mayors Against Illegal Guns Ohio Regional Coordinator" program; to authorize the appropriation of $60,000.00 from the unappropriated balance of the Private Grants Fund; and to declare an emergency. Explanation
BACKGROUND:    The Mayor's Office was recently awarded a grant for a second year to continue funding Columbus's "Mayors Against Illegal Guns Ohio Regional Coordinator" program.  This $60,000.00 grant was awarded by Mayors Against Illegal Guns Coalition, from the United Against Illegal Guns Support Fund to help educate both policy makers and the public about the problems of illegal guns and gun trafficking.  Pursuant to the grant agreement and memorandum of understanding, the person who was hired in mid- 2010 to coordinate the activities of the program will continue to "play an integral role in the coordination and planning of initiatives, events and media opportunities."  The grant will run for one year, from January 1, 2012 through December 31, 2012 and will be used for payroll expenses.
 
As a private grant, these funds must be posted in the accounting system before they can be expended.  For this reason, this ordinance must be submitted as an emergency measure.  
 
FISCAL IMPACT:  It is anticipated that the grant provided for the aforementioned program will be sufficient for its operation.  In the event that it is not, supplemental general fund moneys will be identified from within the Mayor's Office 2012 budget.

Body
WHEREAS, a grant in the amount of $60,000.00 has been made available to the City of Columbus from United Against Illegal Guns Support Fund; and
 
WHEREAS, the purpose of this grant is to continue funding the "Mayors Against Illegal Guns Ohio Regional Coordinator" program; and
 
WHEREAS, this ordinance is submitted as an emergency measure to ensure that all financial transactions pertaining to this grant are posted in the City's accounting system by the date specified in the memorandum of understanding; and
 
WHEREAS, an emergency exists in the usual daily operation of the Office of the Mayor in that it is immediately necessary to accept grant funds from Mayors Against Illegal Guns Coalition and to appropriate these funds to the Office of the Mayor for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Mayor be and he is hereby authorized and directed to accept a grant award of $60,000.00 and execute a memorandum of understanding from Mayors Against Illegal Guns Coalition to continue funding the "Mayors Against Illegal Guns Ohio Regional Coordinator" program for the period January 1, 2012 through December 31, 2012.
 
SECTION 2. That from the monies in the Fund known as the Private Grant Fund, Fund No. 291, and from all monies estimated to come into said fund from any and all sources for the duration of this 12 month grant cycle, beginning on January 1, 2012 and ending on December 31, 2012, the sum of $60,000.00 is hereby appropriated to the Office of the Mayor, Division No. 40-01, as follows:

SECTION 3.  At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused city match moneys may be transferred back to the city fund from which they originated in accordance with all applicable grant agreements.
 
SECTION 4.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated.
 
SECTION 5. That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Mayor, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
