Title: To authorize and direct the Board of Health to enter into a contract with Access 2 Interpreters, LLC for interpretation and translation services; to authorize the total expenditure of $158,000.00 from the Health Special Revenue Fund and to declare an emergency. ($158,000.00)
Explanation
The purpose of this legislation is to authorize the Board of Health to enter into a contract for interpretation and translation services at the Columbus Public Health facility located at 240 Parsons Ave as well as nearby health clinics.  
 
Columbus Public Health has a need to provide language interpretation services for persons with limited English proficiency who receive services at the Health Department clinics.  The Health Department has a need to make funds available to contract with Access 2 Interpreters, LLC. This legislation is in response to bid SA002788, which was posted February 6, 2008.  This is the fifth year of a five year renewal contract. Access 2 Interpreters, LLC will provide live interpretation and translation services.  The contract period is April 1, 2012 through March 31, 2013, for a contract amount not to exceed $158,000.  The contract compliance with Access 2 Interpreters, LLC, expires June 3, 2012.  Their contract compliance number is 760803722.  Access 2 Interpreters, LLC, is a certified female business enterprise.
Emergency action is requested in order to avoid any delays in providing program services.
 
FISCAL IMPACT:  Funding for this purchase is budgeted in the Health Special Revenue Fund, Fund 250.

Body
WHEREAS, a need exists for language interpretation and translation services for persons with limited English proficiency who receive services at Columbus Public Health clinics; and,
WHEREAS, bid SA002788 was bid on the City's vendor services website on February 6, 2008; and,
 
WHEREAS, this is the fifth year of a five year renewal bid; and,
 
WHEREAS, an evaluation of all bids received was performed and it was determined that Access 2 Interpreters, LLC was the lowest, most responsive and responsible bidder; and,
WHEREAS, this ordinance is being submitted as an emergency measure so that timely procurement of needed services will allow the services to proceed without delay; and,    
 
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into this contract for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1. That the Board of Health is hereby authorized to enter into contract for $158,000.00 with Access 2 Interpreters, LLC to provide live interpretation and translation services for the period April 1, 2012 through March 31, 2013.
SECTION 2. That the expenditure of $158,000.00 is hereby authorized from the Health Special Revenue Fund, Fund No. 250, Division No. 50-01, OCA Code 502062, Object Level One 03, Object Level Three 3445.
SECTION 3.  That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
