Title: To authorize the Finance and Management Director to enter into a contract for the option to purchase Construction Castings with Neenah Foundry Company; to authorize the expenditure of $1.00 to establish the contract from the Mail, Print Services and UTC Fund Account; and to declare an emergency. ($1.00).
Explanation
BACKGROUND: This ordinance is for the option to establish a Universal Term Contract for Construction Castings for the Division of Sewerage and Drainage, the primary user. This contract will provide for the purchase of castings used for the replacement of existing castings, sewer construction and repair projects and street repair projects. They are also used for repair services for use in both the Sewer Maintenance Operations Center and Transportation/Traffic. The term of the proposed option contract will be approximately two years, expiring May 31, 2014, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on January 12, 2012.

The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA004201). Thirty-six (36) bids were solicited: (M1A-0, F1-1, MBR-2). Two (2) bids were received.

The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidder as follows:

Neenah Foundry Company, MAJ, CC# 39-1580331 expires 11/08/2012, All Items, $1.00
Total Estimated Annual Expenditure: $215,000.00, Division of Sewerage and Drainage, the primary user

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.

This ordinance is being submitted as an emergency because, without emergency action, necessary materials for repair and service to sewer maintenance infrastructure would be unavailable, leading to potential disruptions in important public services.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Mail, Print Services and UTC Fund Account. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
