Explanation
BACKGROUND:  The purpose of this ordinance is to authorize the Board of Health to accept the donation of a 2005 Chevy Express Van G20 (VIN# 1GCGG25V651200957) from Safe Kids Fairfield County for the Columbus Public Health Childhood Injury Prevention Program.  In a cooperative understanding between Safe Kids Worldwide, Columbus Public Health, Safe Kids Fairfield County and Safe Kids Mahoning Valley, Columbus Public Health will donate a 2000 Chevy Venture Van (VIN# 1GNDX03E1YD177379 - Brass Tag #21236) to Safe Kids Mahoning Valley.  This Venture van was donated to the City of Columbus in October 1999 by  the National Safe Kids Campaign.
This collaborative effort between the various Safe Kids Programs and Columbus Public Health allows for more child safety seats to be inspected and installed properly in Franklin County and throughout the State of Ohio.
Emergency action is requested in order to avoid any delays in providing the safety check program services.
FISCAL IMPACT:   The Columbus Public Health Childhood Injury Prevention Program is receiving a donated vehicle from Safe Kids Fairfield County.  In turn, Columbus Public Health/Safe Kids Franklin County is donating a vehicle to Safe Kids Mahoning Valley.  No funds are involved or necessary for these donations, so there will be no fiscal impact.

WHEREAS, the Board of Health is accepting a donated 2005 Chevy Express Van G20 (VIN# 1GCGG25V651200957) from Safe Kids Fairfield County for the Columbus Public Health Childhood Injury Prevention Program; and,
WHEREAS, through a cooperative agreement involving Safe Kids Worldwide, Columbus Public Health is donating a 2000 Chevy Venture Van (VIN# 1GNDX03E1YD177379 - Brass Tag #21236) to Safe Kids Mahoning Valley in exchange for the 2005 Chevy Express Van G20 received from Safe Kids Fairfield County; and,
WHEREAS,  an emergency exists in the usual daily operation of the Columbus Public Health in that it is immediately necessary to accept the donation of a 2005 Chevy Express Van, and to donate a 2000 Chevy Venture Van for the immediate preservation of the public health, peace, property, safety, and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Board of Health is hereby authorized to accept the donation of a 2005 Chevy Express Van G20 (VIN# 1GCGG25V651200957) from Safe Kids Fairfield County for the Columbus Public Health Childhood Injury Prevention Program.
SECTION 2.  That the Board of Health is hereby authorized to donate the 2000 Chevy Venture Van (VIN# 1GNDX03E1YD177379 - Brass Tag #21236) used by the Childhood Injury Prevention Program to Safe Kids Mahoning Valley in exchange for the 2005 Chevy Express Van G20 donated from Safe Kids Fairfield County.
SECTION 3.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
