Title: To authorize and direct the appropriation of $461,000.00 within the Neighborhood Initiatives Fund; to direct the transfer and appropriation of $461,000.00 from the Neighborhood Initiatives Fund to the Recreation and Parks Operating Fund for expenditures related to the operation of the Glenwood, Maryland and Lincoln pools for the 2012 summer season; and to declare an emergency. Explanation

This ordinance will authorize the appropriation and transfer of $461,000 from the Neighborhood Initiatives Fund for operating expenses related to Glenwood, Maryland and Lincoln pools for the 2012 outdoor swim season.

The Columbus Recreation and Parks Department has nine outdoor swimming pools that until 2007 were open in the summer months, and one indoor pool that was open year-round. Due to budget cuts in 2009 and in 2010, the Columbus Recreation and Parks Department opened only four poolsfor the outdoor, summer swim season:Dodge, Marion Franklin , Tuttleand Windsor. The pools that remained open were chosen based upon participation rates, overall maintenance costs and needs, and in consideration of other pools available for use by area residents. The pools that closed included Glenwood, Maryland, Lincoln, Fairwood, and Blackburn. In addition, the indoor pool was also closed for the summer season, but remained open the other nine months of the year.

It has been a top priority of Columbus City Council to identify opportunities to increase the number of open pools during the summer months. In 2011, the Columbus City Council directed funds from the Cultural Services Fund to be used for the opening and operations of Glenwood and Maryland pools for a portion of the outdoor swim season in addition to the four pools that had remained open since 2009.

This season the same four pools, Dodge Pool, at 545 Sullivant Ave.; Marion Franklin Pool, at 2699 Lockbourne Rd.; Tuttle Pool , at 240 W. Oakland Ave.; and Windsor Pool, at 1300 Windsor Ave., will again open for the outdoor swim season on Sun., June 10. This legislation will authorize the Recreation and Parks Department to open Glenwood Pool located at 1925 W Broad Street on the west side of Columbus, Maryland Pool located at 1380 Atcheson Street on the east side of Columbus, and Lincoln Pool located at 1700 Ann Street on the south side of Columbus on Sun,, June 17.
