Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with UCL, Inc., in the amount of $871,200.00, for the Morse Road North Tank Interior Painting Project, Division of Power and Water Contract Number 2009.

This project consists of removing and replacing the interior coating system of the Morse Road North 10 million gallon water storage tank. There are significant paint failures on the ceiling of the interior of this tank that need addressed.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: There are currently 37 water tanks in the distribution system maintained by the City of Columbus, Division of Power and Water. To keep these tanks in optimal condition, the equivalent of two tank interiors and exteriors need to be recoated each year.

The Division requested a base bid consisting of an epoxy paint system as well as an alternate bid for an elastomeric polyurethane system. The base bid is a paint system that has been applied to the Division's water storage tanks successfully in the past.
