Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with U.S. Utility Contractor Company, in the amount of $527,318.04 for Phase 1 of the Street Lighting Circuit Program Contract for the Division of Power and Water (Power).

This project consists of maintenance and repair of various components of street lighting circuits 27, 30, 35, 43, 72, 80, 119, and 127. The project includes replacement of overhead and underground conductors with associated materials, including but not limited to, lights, wire racks, spools, conductors, pins, fuse kits, and all other materials necessary to restore street lighting circuits to meet City of Columbus most current specifications. The existing components on these circuits are old and deteriorated. Due to the age of the system, there are frequent light outages. Rehabilitation of these circuits will enhance the safety of the residents and their property.

2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened six bids on December 21, 2011. Bids were received from: U.S. Utility Contractor Company - $527,318.04; Jess Howard Electric - $564,657.11; Xtreme Powerline Construction. - $47,753,360,477.74 (The contractor inadvertently placed their extended total costs in the unit cost column. The calculation is based on the unit price for each item.); American Lighting - $646,439.31; Complete General - $652,956.00; and Thayer Power - $663,296.59.

The lowest and best bid was from U.S. Utility Contractor Company in the amount of $527,318.04. Their Contract Compliance Number is 34-1606689 (expires 01/13/14, FBE). 3. FISCAL IMPACT There is sufficient cash and authority for these expenditures.
