Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Office of Construction Management with Heapy Engineering for the professional services for the design and construction administration of the HVAC and electrical upgrades and retrofit for the Central Safety Building, 120 Marconi Boulevard.
The original contract was authorized by Ordinance No. 1581-2009, passed December 9, 2009, and subsequently modified by 0504-2011, which passed April 25, 2011. The initial scope was to develop a master plan and design of an energy retrofit which meets the operational needs of the Division of Police. This design indicated that it was necessary to replace the chiller and cooling tower, boiler replacement, and electrical lighting assessment for the interior and exterior of the Building.

This modification will authorize additional design services for an energy efficient office lighting upgrade for over 1,800 individual lights, direct digital controls upgrade and chiller water piping modifications. These services will also provide enhanced commissioning to include functional testing for the control system and retro commissioning of the existing building heating, air condition and ventilation system. The commissioning process is important so as to measure and verify that all components are functioning properly and efficiently according to manufacturer specifications.

Heapy Engineering has institutional knowledge of the project and performed the original renovations. It is practical and cost effective for the coordination and continuity of the project to use them for this modification. Therefore, it would not be in the best interest of the City to re-bid and potentially choose another firm. Prices already established in the contract were used to determine the cost of this modification.
