Title: To authorize the Director of Public Service to enter into a professional service contract with Stantec Consulting Services, Inc. for the design of the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements project for the Division of Mobility Options; to amend the 2012 Capital Improvement Budget; to authorize the transfer and expenditure of $439,000.00 within the Streets and Highways G.O. Bonds Fund; and to declare an emergency ($439,000.00).

Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to enter into a professional services engineering contract for the Pedestrian Safety Improvements - Sidewalk Design and Crosswalk Improvements project with Stantec Consulting Services, Inc. in an amount up to $439,000.00.

This contract will include the work describe below:
Pedestrian Safety Improvements - Godown Road Sidewalks-Francisco Road to Bethel Road. The consultant will produce preliminary engineering documents, and then scope for a separate task to produce construction drawings for new sidewalk construction on both sides of the road, including curb ramps and right of way plans, if needed.

Pedestrian Safety Improvements - Waggoner Road Shared Use Path - Broad Street to Chapel Stone Road. The consultant will produce preliminary engineering documents, and then scope for a separate task to produce construction drawings for new sidewalk (both sides), or shared use path (one side) construction, including curb ramps, and right of way plans, if needed.
Crosswalk Design. The consultant will produce construction drawings for crosswalk improvement projects. These drawings will be for multiple locations for spot improvements. Examples of work may include but are not limited to raised crosswalks, curb ramps, sidewalk, curb extensions, pedestrian refuge islands, street lighting, basic and hybrid signal design, pavement marking and signing and drainage improvements. Crosswalk improvements may include, but are not limited to the following locations:
Mid block crossing on Northtowne Blvd approximately 1200 feet north of Morse Road- raised crosswalk, curb ramps and sidewalk improvements;
Chatterton Rd at Reynard Rd - new marked crosswalk including a median refuge island, sidewalk, curb ramps and beacon system;
Morse Rd at Sunbury Rd - addition of crosswalks, curb ramps, raised islands and basic signal design;
