Explanation
Background:
Project includes site grading, seeding, and the installation of asphalt parking lot/ walkway/ entry drive, concrete walk and pads, limestone screenings path, landscaping, playground installation, site furnishings including benches and trash cans, and other such work as may be necessary to complete the contract in accordance with the plans and specifications. Strawser Paving Company, Inc. is requesting an increase from the original EL011959 contract of $494,700.00 due to the change in scope of work and budget. Changes occurred as a result of storm water design of a bio-engineered swale, additional plant material to screen parking lot for neighbors, two additional catch basins required by the Ohio Department of Transportation, a new concrete approach, and additional seeding for the disturbance of the site to accommodate these improvements.

Benefits to Public:
Project will create Phase 1 of a new community park for this area that will include active and passive recreation while preserving the Fisher Run Creek.
Community Input/Issues:
Meetings were held with the Far Northwest Community Coalition as well as the creation of the Hard Road Design Team which includes neighbors, community groups, and activists.
Emergency Justification:
An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to modify said contract so that work may proceed as quickly as possible to be completed this construction season.
