Maloney Health Center; to authorize the expenditure of $81,900.00 from the Department of Finance and Management, Construction Management Capital Improvement Fund and the Department of Development, Northland and Other Acquisitions Fund; and to declare an emergency. Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Office of Construction Management with Design Group, Inc. for professional services for design and construction administration for the new John R. Maloney Health Center. The new health center will provide medical care to area residents.
The original contract was authorized by Ordinance No. 1051-2010, passed July 28, 2010, in the amount of $675,000.00, authorized professional services for the design and construction administration of the new Health Center. This modification will include enhanced commissioning to ensure proper function of building systems, upgraded design services for security and video monitoring, construction administration for the removal and re-compaction of unforeseen soil conditions, and at the request of the Development Department, preliminary site planning for The Parsons Avenue Southern Gateway public right-of-way improvements for the surrounding areas of the overall development site.
The Design Group, Inc. has institutional knowledge of the project and performed the original professional services. It is practical and cost effective for the coordination and continuity of the project to use them for this modification. Therefore, it would not be in the best interest of the City to re-bid the renovations. Prices already established in the contract were used to determine the cost of this modification.

Emergency action is requested so that work may begin as quickly as possible to improve health services on the south side of the City, and to ensure the full complement of design and construction administration services. Construction bidding for this project is to begin in early June, with authorizing legislation presented to City Council in July.
