Explanation
BACKGROUND:    This legislation authorizes the Director of Finance and Management to enter into a contract with K.E. Rose for the purchase and installation of Utility Bodies to be mounted on new 2012 Ford F350 and F450 cab and chassis which the City of Columbus will provide for the Division of Sewerage and Drainage. These vehicles will be used in the Compliance Section for sewer investigations.
The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation SA004296).  Thirty-seven (37) vendors (36 MAJ and 1 M1A) were solicited and three (3) bids (3 MAJ) were received and opened on March 29, 2012.  The lowest responsive, responsible and best bidder was received from K.E. Rose for a total of $54,300.00.
 
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  
 
SUPPLIER:  K.E. Rose,  Contract Compliance Number: 31-1233819, expires 11/17/12.  This supplier does not hold MBE/FBE status.
 
FISCAL IMPACT:  $54,300.00 is budgeted and needed for this purchase.

WHEREAS, the purchase and installation of Utility Bodies for the Division of Sewerage and Drainage are required by the Division of Sewerage and Drainage for vehicles for the Compliance Section for Sewer Investigations; and  
 
WHEREAS, the Purchasing Office opened formal bids on March 29, 2012 for purchase and installation of Utility Bodies for the Division of Sewerage and Drainage; and
 
WHEREAS, the Division of Sewerage and Drainage recommends an award to be made to the lowest, responsive and responsible bidder, K.E. Rose; and
 
WHEREAS, a contract will be issued by the Purchasing Office in accordance with the terms, conditions and specifications of Solicitation Number: SA004296 on file in the Purchasing Office; now, therefore
 
BE IT ORADINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Finance and Management be and is hereby authorized to establish a contract with K.E. Rose for the purchase and installation of Utility Bodies for the Division of Sewerage and Drainage , in accordance with specifications on file in the Purchasing Office.
 
SECTION 2.    That the expenditure of $54,300.00 or so much thereof as may be needed, is hereby authorized from Dept/Div 60-05, Sewer System Operating Fund 650, OCA 605089, Object Level Three 06, Object level Three 6652,to pay the cost thereof.
 
SECTION 3.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
