Title: To authorize the Board of Health to modify and increase the contract with Franklin County Public Health to provide Emergency Preparedness in Franklin County for the period of August 10, 2011 through August 9, 2012; to authorize the expenditure of $37,411.60 from the Health Department Grants Fund to pay the costs thereof; and to declare an emergency. Explanation

 

 

BACKGROUND:  Ordinance No. 1235-2011 authorized the Board of Health to accept grant monies for the Public Health Emergency Preparedness program from the Ohio Department of Health through the Centers for Disease Control.  Ordinance No. 1405-2011 authorized the Board of Health to enter into a contract with Franklin County Public Health to maintain Public Health Emergency Preparedness in Franklin County.  Additional funding from the Ohio Department of Health has been awarded and requires a modification to increase funds to the contract with Franklin County Public Health.  This ordinance will authorize the modification and increase of the current contract with Franklin County Public Health for the time period ending August 9, 2012, in an amount not to exceed $37,411.60 (new contract total $338,765.83).   

 

The purpose of the contract is to maintain a Public Health Emergency Preparedness/Emergency Response System in the event of bioterrorism activities in Franklin County.  This contract is necessary per the requirements of the Ohio Department of Health, Public Health Emergency Preparedness grant.

 

Emergency action is requested to facilitate and expedite the Franklin County component of maintaining a public health emergency preparedness response in central Ohio prior to the end the end date of the grant, August 9, 2012.                                                      

 

FISCAL IMPACT:  The Public Health Emergency Preparedness grant budget provides $338,765.83 for a contract with Franklin County Public Health and is contingent upon the passage of Ord. 1158-2012, appropriating the additional funds.

Body

 

WHEREAS, Columbus Public Health has received additional funding from the Ohio Department of Health; and,

 

WHEREAS, in order to comply with the Ohio Department of Health grant deliverables, it is necessary to modify and increase the contract with Franklin County Public Health; and, 

 

WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to modify and increase the Franklin County Public Health contract in order to maintain a public health emergency preparedness response in central Ohio for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is hereby authorized to modify and increase the contract with Franklin County Public Health for the establishment of a public health emergency preparedness structure in Franklin County for the period August 10, 2011 through August 9, 2012. 

 

SECTION 2.  That to pay the cost of said contract the expenditure of $37,411.60 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department No. 50, Grant Number 501145, OCA 501145, Object Level One 03, Object Level Three 3337.

 

SECTION 3.  This ordinance is in accordance with Section 329.02 of the Columbus City Code.

 

SECTION 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
