Explanation

The Columbus Public Health has been awarded a grant from the U.S. Department of Health and Human Services. This ordinance is needed to accept and appropriate $750,000.00 in grant money to fund the Healthy Start grant program for the period of June 1, 2012 through May 31, 2013.

The Healthy Start grant program enables Columbus Public Health to conduct care coordination in the project area neighborhoods of South Linden, the Near South, and the Near East, focusing primarily on perinatal and infant clients and their families. The goal of the program is to improve perinatal delivery systems in the project communities.

This ordinance is submitted as an emergency so as to allow the financial transactions to be posted in the City’s accounting system as soon as possible given the grant start date of June 1, 2012. Up to date financial posting promotes accurate accounting and financial management.

FISCAL IMPACT: This program is entirely funded by the U.S. Department of Health and Human Services and does not generate revenue or require a City match.
