To honor and recognize The National Foundation for the Prevention of Cruelty to Children (NFPCC)
Body
WHEREAS, The National Foundation for the Prevention of Cruelty to Children (NFPCC) unites the leading Russian specialists with experience working with children at risk of being abandoned and families in crisis; and
WHEREAS, the organization was born out of the National Society for the Prevention of Cruelty to Children; and
WHEREAS, Ms. Marina Egorova is the President of the NFPCC in Moscow, Russia and Mr. Sergei Borzov serves as the organization's Senior Consultant; and
WHEREAS, the NFPCC has three primary goals which include protecting children's right to be raised in a family, ensuring children's safety and protection by working to reform the child welfare system, and developing an effective system for working with children and families in times of crisis; and
WHEREAS, the NFPCC provides a series of effective child abandonment prevention services and models including family-based care for abandoned and neglected children, mainstreaming of children with special needs, support services for families in crisis, prevention of early abandonment, and assistance to at-risk children at school and at home; and
WHEREAS, the NFPCC is beginning a new USAID-supported program entitled, "A Compass for Childhood: A Program to Develop a Toolkit for the Improvement of the Child Welfare System; and
WHEREAS, the new program strengthens and develops the regions' capacities to provide child welfare services through promotes Russian best practices and developing tools for the planning, implementation, monitoring and evaluation of regional programs and works to create Centers of Excellence to increase the professional qualifications of Russian specialists; now, therefore
