Explanation
BACKGROUND: This ordinance authorizes the option to purchase Ornamental Sign Posts and Accessories for the Department of Public Service, Division of Planning and Operation. The term of the proposed option contract will be through March 29, 2013 in accordance with formal bid SA004504. The Purchasing Office opened formal bids on August 9, 2012. The ornamental sign posts and accessories will be signage used for the city's Bicentennial Sign Project.
The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA004504). Fifty (50) bids were solicited (MAJ: 46, F1: 2; M1A: 2). Five bids were received (MAJ: 4: F1:1).
The Purchasing Office is recommending award of one contract to the lowest responsive, responsible and best bidder:
MD Solutions, Inc., CC#311804276, exp. 09/30/2013
Total Estimated Annual Expenditure: $50,000.00
This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of States database for Findings for Recovery.
This ordinance is being submitted as an emergency because without emergency action ornamental posts will not be available for installation in time for the bicentennial project, thereby delaying the efficient delivery of valuable public services will be slowed.
FISCAL IMPACT: Funding to establish this option contract is budgeted in the Mail, Print Services, and UTC Fund. The city agency will be required to obtain approval to expend from its own appropriations.
