Explanation

BACKGROUND: The Department of Development, Code Enforcement Division administers contracts for weed cutting and solid waste removal services under the Nuisance Abatement Program. As part of this program, solid waste collected is disposed of at Reynolds Transfer Station, 805 Reynolds Ave, Columbus, OH 43201. This legislation authorizes the Director of the Department of Development to establish a purchase order with Republic Services Holding Company in the amount of $25,000 for tipping fees related to Nuisance Abatement Program. This legislation also waives the formal competitive bidding requirements of the Columbus City Code. Even though refuse disposal services are available in the market place other than those offered by Republic, it is chosen based upon its central location resulting in lower contractor abatement costs.

Emergency action is necessary to ensure that there is no lapse in service.

FISCAL IMPACT: Funding is available in the General Fund for this purchase order.

WHEREAS, the Code Enforcement Division administers contracts for weed cutting and solid waste removal services; and

WHEREAS, debris collected from these activities must be dumped at an approved landfill; and

WHEREAS, to ensure that funds are available and there is no lapse in service; and

WHEREAS, the provision of Columbus City Code Section 329.06 must be waived; and

WHEREAS, an emergency exists in the daily operation of the Department of Development, Code Enforcement Division, in that it is immediate...
