Title: To authorize the Director of Public Service to modify and increase the construction contract with G&G Cement for the construction of the Pedestrian Safety Improvements - Sidewalk Program project for the Division of Mobility Options; to amend the 2012 Capital Improvement Budget; to authorize the transfer of cash and appropriation within the Streets and Highways G.O. Bonds Fund; to authorize the expenditure of $117,000.00 from the Streets and Highways G.O. Bonds Fund; and to declare an emergency. ($117,000.00)
Explanation
1. BACKGROUND
This legislation authorizes the Director of Public Service to modify and increase the construction contract with G&G Cement Contractors for the Pedestrian Safety Improvements - Sidewalk Program project in an amount up to $102,700.73 and to provide for additional construction administration an inspection services in the amount of $14,299.27.

Work performed to date as part of this contract consists of on-call tree root related sidewalk and curb ramp construction. Work also consists of crosswalk improvements and installation of medians, pavement markings and basic traffic signal equipment.

Work to be performed as part of this contract modification includes but is not limited to the construction of 170 linear feet of sidewalk and a single drive approach on Fairwood Avenue between Whittier St. and Reinhard Ave. The balance of the modification will increase the number of locations where sidewalks can be replaced due to damage from city street trees and other work as necessary.

This work was added to this contract as the best contract to enable construction this year and had the most similar type of work and pay items. Additional funds were also added to the contract in order to address the backlog of sidewalk damage locations due to city street trees.
The cost of the modification is small and would not be cost effective to utilize a formal bidding process. Additionally bidding this as a separate contract would jeopardize completion by the end of this year. The construction of these sidewalks alleviates safety issues to sidewalks damaged by tree roots.

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against G&G Cement Contractors.
