Explanation
BACKGROUND: Ordinance 2520-2012 authorized the Department of Finance & Management to enter into contract with Ricart Properties, Inc. for the purchase of certain Ford Fusion and Ford Focus vehicles. These purchases were to authorized so as to conform with the terms and conditions of Universal Term Contract FL005148.
Pursuant to the passage of this ordinance, the City Auditor established Auditors Certificate AC034343 for the purpose of establishing related Purchase Orders. Inadvertently, purchase orders for these vehicles were not established prior to the expiration of the Universal Term Contract, which occurred on 12/31/12. The purpose of this ordinance is to establish a contract with Ricart Properties, Inc. so that these vehicles can ordered as intended. Since the contract has now expired, it is necessary to waive the competitive bidding provisions of the Columbus City Codes to purchase these same vehicles. Ricart Properties has agreed to hold and extend pricing for these vehicles, resulting in no additional costs to the City.

Emergency action is requested so that Fleet Management can address the replacement of vehicles for the Division of Fire.
FISCAL IMPACT: Funding for the purchase of these vehicles has already been set aside from the 2012 Special Income Tax Fund via Ordinance 2520-2012 and the resulting Auditors Certificate AC034343. This ordinance authorizes the expenditure of $63,896.48 from this Certificate.
