Title: To authorize and direct the Director of Recreation and Parks to submit a grant application to the Dr Pepper Snapple/Keep America Beautiful Park Recyling Program, to accept the grant, to appropriate the value of the grant, to enter into contract with the Dr Pepper Snapple/Keep America Beautiful; and to declare an emergency.

Explanation

 

Background:

This ordinance will authorize the Director of Recreation and Parks to submit a grant application, accept a grant, and enter into a grant agreement with the Dr Pepper Snapple/Keep America Beautiful Park Recycling Program.

The Keep America Beautiful Park Recycling Grant supplies recycling bins at no charge to promote recycling in the parks.  The bins are provided at no expense to the Columbus Recreation and Parks Department.

Emergency action is requested to ensure the grant application can be submitted by the deadline.

To authorize and direct the Director of Recreation and Parks to submit a grant application to the Dr Pepper Snapple/Keep America Beautiful Park Recyling Program, to accept the grant, to appropriate the value of the grant, to enter into contract with the Dr Pepper Snapple/Keep America Beautiful; and to declare an emergency.

 

Body

 

WHEREAS, the Pepper Snapple/Keep America Beautiful is accepting applications for a Keep America Beautiful grant; and

WHEREAS, the Recreation and Parks Department wishes to apply for said grant for recycling bins to promote recycling within parks, accept the grant, enter into contract with Dr Pepper Snapple/Keep America Beautiful; and

WHEREAS, the Dr Pepper Snapple/Keep America Beautiful program has committed to 16 recycling bins for the City of Columbus Recreation and Parks Department upon completion of grant agreement; and

WHEREAS, an emergency exists in to ensure the grant application can be submitted by the deadline; NOW, THEREFORE

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to submit a grant application to the Dr Pepper Snapple for the Keep America Beautiful Recyling Program.

SECTION 2.   That the Director of Recreation and Parks be and he is hereby authorized and directed to accept the grant from the Dr Pepper Snapple for the Keep America Beautiful Recyling Program.

SECTION 3.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into grant agreement with  the Dr Pepper Snapple for the Keep America Beautiful Recyling Program.

SECTION 4.  That from the unappropriated monies in Fund 291 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the value of the grant is appropriated upon receipt of an executed grant agreement in Fund 291, Div 51-01, Grant No to be determined by Auditor, OCA to be determined by Auditor, OL3 2140

SECTION 5.   That this ordinance authorizes an application, acceptance, and grant agreement only and is not a commitment to expend city funds in which there is also no city match required.

SECTION 6.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
