To authorize the Recreation and Parks Director to enter into contract with Gutknecht Construction Company for the Maryland Pool Bathhouse Improvements Project; to authorize and direct the City Auditor to appropriate and transfer $4,500,000.00 from the Special Income Tax Fund to the Recreation and Parks Voted Bond Fund; to authorize the City Auditor to appropriate $4,500,000.00 within the Recreation and Parks Bond Fund; to authorize the City Auditor to transfer $4,500,000.00 within the Voted Recreation and Parks Bond Fund 702; to amend the 2013 Capital Improvements Budget Ordinance 0645-2013, to authorize the expenditure of $4,500,000.00 from the Recreation and Parks Bond Fund; and to declare an emergency.
