Explanation
BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a contract with The EDGE Group, Inc. (contract compliance #208054208, expiration date of 11/30/13) to prepare the West Franklinton Plan. The consultant was recommended to the Director of Development by a review committee representing the Economic Development, Housing and Planning divisions of the Development Department, Department of Public Service and Department of Public Utilities.
Mayor Michael B. Coleman announced the planning process for West Franklinton at the 2013 State of the City address. This planning process will produce a plan to guide redevelopment and revitalization of West Franklinton to stabilize and expand housing opportunities, provide stronger linkages between Mount Carmel West and the neighborhood, revitalize the West Broad Street corridor, and grow the Harmon Avenue business district. It builds upon city initiatives that are already underway or that have been completed in the neighborhood. It is also intended to harness current proposed projects, as well as future investments.
Emergency action is requested to immediately begin the West Franklinton planning process.
FISCAL IMPACT: $297,000 for this contract is available within the General Fund.
