($500,000.00)
Explanation

BACKGROUND: The Department of Public Utilities, Division of Sewerage and Drainage, on behalf of the City of Columbus, Ohio (“City”), an Ohio municipal corporation, is undertaking the improvement of sanitary sewer utility infrastructure for the Blacklick Creek Sanitary Interceptor Sewer Public Project (CIP 650034-100006) (“Project”). The City is required to acquire certain real property interests in the vicinity of Reynoldsburg-New Albany Road, Blacklick, Ohio 43004 (collectively, “Property”) in order to complete the Project. City Ordinance 1794-2013 previously authorized the Columbus City Attorney to acquire fee simple title and lesser interests, contract for professional services, and spend funds for costs related to the acquisition of the Property for the Project. Additionally, City Ordinance 2717-2013 previously authorized an increase in the funds for costs relating to the acquisition of the Property for the Project. However, in order to complete the Project, the Columbus City Attorney needs additional funds to acquire the real property interests for the Project. Therefore, it is necessary for the Columbus City Auditor to increase the Project’s existing Auditor’s Certificate (AC-035409) by Five Hundred Thousand and 00/100 U.S. Dollars ($500,000.00) to pay for acquisition costs of the Property needed for the Project.

FISCAL IMPACT: The City determined the Project’s funding will require the transfer within and the expenditure of funds from the Department of Public Utilities’ Sanitary Sewer General Obligation Bond Fund, Fund 664 and an amendment to the 2013 Capital Improvements Budget.

EMERGENCY JUSTIFICATION: Emergency action is requested in order for the City to immediately acquire the Property necessary for the City to complete the Project, which preserves the public health, peace, property, and safety.
