Explanation
1. BACKGROUND: To authorize consent and propose cooperation with the City of Whitehall, Ohio for the FRA-WHITEHALL SIGNALS (PID 90383) signal improvement project and to authorize the City of Whitehall to acquire right-of-way located within Columbus’ corporate jurisdiction on behalf of Columbus and in and the City of Whitehall name, as necessary for the project. Upon completion of the project, the City of Whitehall shall quit claim their interest into the right-of-way located in the City of Columbus’s corporate jurisdiction to the City of Columbus after construction has been completed. This is a joint project between City of Whitehall and the Ohio Department of Transportation (ODOT).
The purpose of this project is to provide improvements to various signals at the intersections of Main Street at Country Club Drive and Fountain Lane Road.
Because part of the project limits is in the City of Columbus, ODOT has requested that the City of Columbus formally authorize consent through legislation for City of Whitehall to perform the work within Columbus corporate jurisdiction.

3. EMERGENCY DESIGNATION: Emergency action is requested to provide this consent to the City of Whitehall so they may maintain their project schedule.
