Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Brown and Caldwell Ohio, LLC, for Preliminary Design Services for the SWWTP Chemically Enhanced Primary Treatment (CEPT) project, Preliminary Treatment. This project is one of three projects to provide the Chemically Enhanced Primary Treatment (CEPT) project at the Southerly Wastewater Treatment Plant (SWWTP), as approved by the Ohio EPA. The CEPT facilities provide additional plant capacity to treat wet weather flows in excess of 330 MGD.
This project will focus on upgrades and modifications to the Headworks Facility, Solids Handling Facilities, and Plant Control System. This is a contract for professional engineering design services and services during construction (Design Professional, or “DP” services). The initial phase of this contract will consist of Preliminary Design Services for the SWWTP CEPT, Preliminary Treatment.
2. Project Timeline: Detailed Design services will be performed in 2015 when the Preliminary Design Phase has been completed. It is anticipated a future contract modification will be requested for this work. Engineering Services During Construction will be performed in 2017 when the proposed improvements are constructed.
The actual emplacement of the work will be by construction contract. This engineering contract provides detailed design and bidding assistance, along with construction-phase engineering, start-up and commissioning assistance, and record documentation preparation. Construction Management services are being performed by others.
3. Procurement: The Division advertised for request for proposals (RFP) on the City of Columbus's Vendor Services website and in the City Bulletin in accordance with the provisions of Section 329.14 of Columbus City Codes.
