Explanation

BACKGROUND: This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Office of Construction Management with Thomas and Marker Construction Company to fund the scientific instrumentation and equipment for the Police Crime Lab, 770 East Woodrow Avenue. Ordinance No. 1538-2013, passed by City Council on July 18, 2013, authorized the renovation of the Police Crime Lab.
A modification is necessary to provide funding to be used to procure scientific instrumentation and equipment for the analysis of physical evidence from crimes. The instrumentation will be installed in the new laboratory facility and will be essential to expanding the laboratory’s capacity to analyze current and future cases. The instrumentation will be used in the areas of controlled substance analysis for the identification of drugs of abuse; firearms analysis for the comparison of bullets and casings to firearms; latent print processing for the identification of latent fingerprints on items of evidence; and forensic biology for the identification of biological materials and DNA analysis.
Emergency action is requested so that needed renovations may be accomplished as quickly as possible to meet the operational needs of the Division of Police.
Thomas and Marker Construction Company Contract Compliance No. 34-4476858, expiration date January 30, 2016.

Fiscal Impact: This ordinance authorizes an expenditure of $745,505.00 from the Division of Police Safety Voted Bond Fund. There is no impact on the General Fund due to this ordinance. This legislation is contingent upon the City's 2014 bond sale.
