BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Strand Associates, Inc. for professional engineering services for the Sewer Maintenance Operations Center (SMOC) Facility Stormwater Improvements. The purpose of this project is to perform the requisite investigation, evaluation, formulation and design work to produce fully independent construction documents for the installation of green infrastructure (GI) technologies and other related activities and/or documents necessary for project completion of mitigating stormwater issues at SMOC.

ENGINEERING CONTRACT AWARD: Strand Associates was selected in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through Requests for Proposals (RFPs)". The RFPs were sent to Strand Associates, CHA, Coldwater Consulting, Prime Engineering, and Williams Creek Consulting.

Upon review of the proposals, the bidder was ranked using criteria specified in the City Code, and more specifically: Proposal Quality, Competence to Perform, Project Schedule, and Local Workforce. Based upon these criteria, Strand Associates was selected for this project. Their Contract Compliance Number is 39-1020418, expires 10/9/2015, MAJ.

FISCAL IMPACT: This legislation includes $349,829.39 for mitigating Stormwater issues at SMOC as directed by the Project Engineer, which will be paid from the Storm Sewer Bonds Fund.
