Explanation

BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Chester Engineers, Inc for the DPU Facilities Roof Replacement Consulting Services Project. The work to be performed under this contract will consist of investigations, inspections and evaluations of existing conditions, surveying, if required, preparation of engineering or architectural drawings, documents/drawings for permit approval, specifications and bid documents, technical project representation during construction, preparation of record plan drawings for projects and preparation of M & O Manuals, if required for various Department of Public Utilities facilities roofs. The design of the roofs at different facilities will vary as to the type of roofing systems specified, and may include items such as structural repairs, drainage systems, relocation of rooftop equipment, installation of roof hatches and skylights, building lightning protection systems and installation of walkways. Current facilities to be serviced are DOSD facilities. Additional Department of Public Utilities facilities may be added in the future.

Project timeline: This contract is expected to go into effect September, 2014. This is bid as a four (4) year contract. This contact is expected to expire in September, 2018.

This contract will be funded incrementally with modifications on approximately an annual basis. Three contract modifications are anticipated at this time. If unforeseen issues or difficulties are encountered that would require additional funding, a modification would be requested. The expected cost for the DOSD projects is as follows:

Year 1: 9/2014 to 9/2015 $200,000.00
Year 2: 9/2015 to 9/2016 $500,000.00
Year 3: 9/2016 to 9/2017 $500,000.00
Year 4: 9/2017 to 9/2018 $500,000.00

Total $1,700,000.00
