Explanation
 
The purpose of this ordinance is to authorize the Director of Finance and Management to enter into a contract with Sullivan Environmental Technologies, Inc. for the purchase of Solids Handling Pumps, two (2) 4" Solids Handling Pumps and two (2) 3" Solids Handling Pumps to replace two (2) Wemco model "C" 4" pumps, Serial number 02DW03964-01-08; and two (2) Wemco model "C" "3" pumps, Serial number 02DW03770-01-12 at the Jackson Pike Wastewater Treatment Plant.
 
These pumps are used during the grit removal process at the wastewater treatment plant. Current equipment is beyond its useful life and has over time been repaired and rehabilitated. This purchase is to replace the existing pumps.
 
The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation SA005504).  Seventy Seven vendors (74 MAJ, 1 MBR, 2F1) were solicited and one (1) bid (1 MAJ) was received and opened on July 31, 2014.  The Division of Sewerage and Drainage is recommending an award be made to Sullivan Environmental Technologies, Inc. as the lowest responsive, responsible and best bidder.  A tabulation of the bid is attached for your review.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
 
FISCAL IMPACT:  $58,918.00 is needed and budgeted for this purchase.

WHEREAS, the Purchasing Office opened formal bids on July 31, 2014 for the purchase of Solids Handling Pumps for the Division of Sewerage and Drainage, Jackson Pike Wastewater Treatment Plant; and
 
WHEREAS, the Division of Sewerage and Drainage recommends an award to be made to the lowest, responsive, and responsible bidder Sullivan Environmental Technologies, Inc.; and
 
WHEREAS, Solids Handling Pumps will be used to replace two (2) Wemco model "C" 4" pumps, Serial number 02DW03964-01-08; and two (2) Wemco model "C" "3" pumps, Serial number 02DW03770-01-12 at the Jackson Pike Wastewater Treatment Plant; and
 
WHEREAS, it has become necessary in the usual daily operation for a contract to be issued by the Purchasing Office in accordance with the terms, conditions, and specifications of Solicitation Number: SA005504 on file in the Purchasing Office, thereby preserving the public health, peace, property, safety, and welfare, now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Director of Finance and Management be and is hereby authorized to establish a contract with Sullivan Environmental Technologies, Inc., 309 Artillery Park Drive, STE. 202, Ft. Mitchell, KY 41017 for the purchase of  Solids Handling Pumps for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
 
SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
 
SECTION 3.  That the expenditure of $58,918.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage Operating Fund, Fund No. 650,  Department 60-05, OCA 604819, Object Level One: 06, Object Level Three: 6651.
 
SECTION 4.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
