Title: To authorize and direct the Director of Recreation and Parks to enter into contract with Gutknecht Construction Company for the Glenwood Recreation Center Renovation Project; to authorize the expenditure of $6,615,000.00 with a contingency of $600,000.00 for a total of $7,215,000.00 from the Recreation and Parks Voted Bond Fund; to authorize the City Auditor to transfer $1,812,020.00 within the Voted Recreation and Parks Bond Fund; to amend the 2014 Capital Improvement Budget; and to declare an emergency. Explanation
Background:
This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Gutknecht Construction Co. for the demolition and construction of a new Glenwood Recreation Center.  The new building will be 27,000 square feet and includes a gymnasium, auditorium, new parking lot, and exterior basketball courts.
 
After evaluation by the consultants, it was deemed more economically feasible to demolish and replace the building instead of remodeling the existing structure.  The new structure will be more energy efficient as well as easier to monitor for the staff, creating a safer environment for the public.  
 
Bids were advertised through Vendor Services, in accordance with City Code Section 329, on August 8, 2014 and received by the Recreation and Parks Department on August 27, 2014.  Bids were received from the following companies:

After review of the proposals that were submitted, it was determined that Gutknecht Construction Co. was the lowest and most responsive bidder.

Emergency Justification:
An emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that work may start during the current construction season in order to be completed by the start of programing in 2016.
 
Fiscal Impact:
$7,215,000.00 is budgeted and available in the Recreation and Parks Voted Bond Fund 702 to meet the financial obligations of this contract.

WHEREAS, bids were received by the Recreation and Parks Department on August 27, 2014 for the Glenwood Recreation Center Renovation Project and will be awarded to Gutknecht Construction Co. as the lowest and best responsive bidder; and
 
WHEREAS, it is necessary to authorize the City Auditor to transfer $1,812,020.00 within the Voted Recreation and Parks Bond Fund; and
 
WHEREAS, it is necessary to amend the 2014 Capital Improvement Budget Ordinance 0683-2014; and
 
WHEREAS, an emergency exists in the usual daily operations of the Recreation and Parks Department in that it is immediately necessary to enter into said contract so that construction work may start during the current construction season in order to be completed by the start of programing in 2016; NOW, THEREFORE
 
BE IT ORDAINED BY THE COLUMBUS CITY COUNCIL:
 
SECTION 1.  That the Director of Recreation and Parks is authorized to enter into contract with Gutknecht Construction Co. for the Glenwood Recreation Center Renovation Project.
 
SECTION 2.  That the City Auditor is hereby authorized to transfer $1,812,000.00 within the Recreation and Parks Voted Bond Fund 702 for the projects listed below:

SECTION 4. That the expenditure of $7,215,000.00 or so much thereof as may be necessary to pay the cost thereof, be and is hereby authorized from the Voted Recreation and Parks Bond Fund 702 as follows:

SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
 
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
 
SECTION 7. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
 
SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
