Explanation
BACKGROUND:    This legislation authorizes the Director of Finance and Management to enter into a contract with Teledyne Tekmar, a business unit of Teledyne Instruments, Inc.,  for the purchase of a Purge and Trap Concentrator/Autosampler System for the Division of Sewerage and Drainage.  The Purge and Trap Concentrator/Autosampler System will be used at the Division of Sewerage and Drainage Surveillance Laboratory.   The Surveillance Lab will use the Purge and Trap Concentrator/Autosampler System for volatile organic analysis of domestic wastewaters, industrial wastes and sewage sludges.  
 
The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation SA005502).  Twenty (20) vendors (18 MAJ/2 F1) were solicited and Three (3) bids 3 MAJ were received and opened on July 31, 2014.  The Division of Sewerage and Drainage recommends an award to be made to the lowest, responsive, and responsible bidder, Teledyne Tekmar, a business unit of Teledyne Instruments, Inc.
 
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.  
 
SUPPLIER: Teledyne Tekmar, a business unit of Teledyne Instruments, Inc., Contract Compliance Number:  95-4888283, expires 07/14/16.  This supplier does not hold MBE/FBE status.
FISCAL IMPACT:  $35,896.68 is budgeted for this purchase.  The Division of Sewerage and Drainage did not have a purchase of a similar instrument in 2012 or 2013.

Body
WHEREAS, the Purge and Trap Concentrator/Autosampler System will be used at the Division of Sewerage and Drainage Surveillance Lab.  The Surveillance Lab will use the Purge and Trap Concentrator/Autosampler System for volatile organic analysis of domestic wastewaters, industrial wastes and sewage sludges; and  
 
WHEREAS, the Purchasing Office opened formal bids on July 31, 2014 for the purchase of a Purge and Trap Concentrator/Autosampler System for the Division of Sewerage and Drainage; and
WHEREAS, the Division of Sewerage and Drainage recommends an award to be made to the lowest, responsive, and responsible bidder, Teledyne Tekmar, a business unit of Teledyne Instruments, Inc.; and
WHEREAS, a contract will be issued by the Purchasing Office in accordance with the terms, conditions and specifications of Solicitation Number: SA005502 on file in the Purchasing Office; now, therefore
BE IT ORADINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Finance and Management be and is hereby authorized to establish a contract with Teledyne Tekmar, a business unit of Teledyne Instruments, Inc.,  4736 Socialville Foster Road, Mason, OH 45040, for the purchase of a Purge and Trap Concentrator/Autosampler System for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office.
 
SECTION 2. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 3.  That the expenditure of $35,896.68 or as much thereof as may be needed is hereby authorized from Sewer System Operating Fund 650, Department 60-05, OCA Code 605105, Object Level One 06, Object Level Three 6697, to pay the cost thereof.
 
SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
