Title: To amend the 2014 Capital Improvement Budget; and to authorize the transfer and appropriation of monies within the Northland and Other Acquisitions Fund in order to transfer cash from the Green Columbus Initiatives Fund to Economic & Community Development to replace funds that were used in 2012. ($93,797.00)
Explanation
 
Background:       In 2012, the Green Columbus Initiatives fund program received and approved two grant applications, totaling $94,000.00, from NRI, LLC in order to foster sustainable building through LEED certification. At that time, the Green Columbus Initiatives Fund had a cash balance of $203.00 that would not be replenished until the 2012 Bond Sale. Ordinance 1046-2012 authorized the transfer of cash from Economic & Community Development to Green Columbus Initiatives Fund to provide sufficient funding for the two grant agreements. The Economic & Community Development fund is now being refunded to finance new development projects. The 2014 Capital Improvement Budget must be amended and cash transferred between projects within the same fund to provide sufficient authority.      
 
Fiscal Impact: Cash is available in the 2014 Capital Improvement Budget in Fund 735 under Green Columbus Initiatives Fund.

WHEREAS, in 2012, the Green Columbus Initiatives Fund program received and approved two grant applications, totaling $94,000.00, for NRI, LLC in order to foster sustainable building through LEED certification; and
 
WHEREAS, the Green Columbus Initiatives Fund had a cash balance of $203.00 that would not be replenished until the 2012 Bond Sale; and
 
WHEREAS, Ordinance 1046-2012 authorized the transfer of cash from Economic & Community Development to Green Columbus Initiatives Fund to provide sufficient funding for the two grant agreements; and
 
WHEREAS, Economic & Community Development desires to replace the funds that were used in order to finance new development projects; and
 
WHEREAS, the 2014 Capital Improvement Budget, authorized by Ordinance 0683-2014, must be amended and cash transferred within the same fund to provide sufficient authority; now, therefore,
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That the 2014 Capital Improvement Budget is hereby amended as follows:

SECTION 2.      That the transfer of cash and appropriation within the Northland and Other Acquisitions Fund is hereby authorized as follows:

SECTION 3.      That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
 
SECTION 4.      That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 5.      That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
 
SECTION 6.      That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
