Explanation
BACKGROUND:
The Division of Income Tax has previously contracted with PointPlus Personnel, Inc. for the purpose of providing certain temporary staffing service related to the processing of income tax remittances. The temporary staffing is specifically dedicated to the preparation, scanning and verification of tax documents.
The original contract EL015464 through March 24, 2015, in the amount of $70,000.00 has been utilized. At this time, the Division of Income Tax is requesting additional funds of $51,000.00 for the remaining term of the contract. The new maximum obligation for temporary staffing services provided by PointPlus Personnel, Inc. shall not exceed $121,000.00. The PointPlus Personnel, Inc. contract compliance number is 272060588-001, expiration March 21, 2016.
Emergency action is being requested to allow the financial documents to be imaged in the Division of Income Tax's Workflow application as soon as possible and to allow for uninterrupted taxpayer service. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT:
The funds for this modification and increase are included in the Division of Income Tax budget for 2014 in the amount of $51,000.00.

WHEREAS, the Division of Income Tax originally entered into a contract with PointPlus Personnel, Inc. on March 25, 2014; and
WHEREAS, Contract No. EL015464 in the amount of $70,000.00 has been utilized, and.
WHEREAS, the Division of Income Tax desires the City Auditor to modify and increase the original contract by $51,000.00 through March 24, 2015; and
WHEREAS, an emergency exists in the usual daily operation of the Division of Income Tax in that it is immediately necessary to modify and extend the contract with PointPlus Personnel, Inc. for temporary staffing services to ensure uninterrupted service, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the City Auditor be and is hereby authorized and directed to modify and increase the contract with PointPlus Personnel, Inc. for temporary staffing services for the processing of income tax remittances through March 24, 2015.
SECTION 2. That the expenditure of $51,000.00 or so much thereof as may be necessary is hereby authorized from the General Fund 010, Auditor's Office/Division of Income Tax 22-02, OCA Code 220202, Object Level Three 3296.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be emergency measure and shall be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
