Title: To authorize and direct the Director of Recreation and Parks to submit a grant application to the NatureWorks Grant Program, administered by the Ohio Department of Natural Resources in the amount of $170,000.00 for improvements to the Wilson Road Parkland located between West Broad Street and Sullivant Avenue on South Wilson Road; and to declare an emergency. Explanation
Background:
The total amount of the project is $255,000.00.  The grant amount is $170,000.00, with the City of Columbus being responsible for a match amount of $85,000.00.  The NatureWorks Grant is administered by the Ohio Department of Natural Resources.  This grant is for the construction of an open shelter, parking lot, and connecting trails on the currently undeveloped Wilson Road Parkland located between West Broad Street and Sullivant Avenue on South Wilson Road.  A multi-use athletic field is currently under construction on the parkland and is scheduled to be completed in the fall of 2014.  Additionally, the Camp Chase Trail, which will connect the City's west side to downtown, is scheduled to begin construction in the fall of 2014 with completion in 2015.  These improvements would serve both users of the athletic field and users of the Camp Chase Trail and would allow the Recreation and Parks Department to open up the park to use by the general public.  The Recreation and Parks Department is currently working with the Friends of Camp Chase Trail, the Westgate Neighborhood Association, the Greater Hilltop Area Commission, and other members of the local community to obtain input on a master plan for the park that will guide the design and layout of these improvements.

Fiscal Impact:  The total amount of the project is $255,000.00.  The grant amount is $170,000.00, with the City of Columbus being responsible for a match amount of $85,000.00.If we are awarded this grant future   There are no City funds involved in this portion of the Scioto Greenways Project.
 
Emergency Justification:
An emergency exists in that the grant application is due September 1, 2014.  A completed "Resolution of Authorization" must be submitted within one month of the grant application deadline

WHEREAS, the Ohio Department of Natural Resources - NatureWorks Grant Program is currently accepting applications for funding; and
WHEREAS, the Recreation and Parks Department wishes to apply for a grant for the improvements to the Wilson Road Parkland; and
WHEREAS, the NatureWorks Grant Program Funds will be matched by City funds authorized by future legislation; and
 
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to obtain approval to apply for said grant so that a completed resolution of authorization can be submitted by Oct. 1, 2014; and NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to apply for a grant with the Ohio Department of Natural Resources - NatureWorks Grant Program in the amount of $170,000.00 for the Wilson Road Parkland  Project.
SECTION 2.   That this ordinance authorizes an application for the grant funds only, and is not a commitment to expend City funds.
 
SECTION 3.   That future legislation will follow to authorize acceptance, appropriation and expenditure of funds.  
 
SECTION 4.   That the City of Columbus does agree to obligate the funds required to satisfactorily complete the proposed project and become eligible for reimbursement under the terms and conditions of the Ohio Department of Natural Resources - NatureWorks Grant Program.
 
SECTION 5.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
