Explanation
Background: This ordinance will authorize the City Auditor to set up a certificate in the amount of $100,000.00 for various expenditures for labor, materials and equipment in conjunction with Recreation and Parks existing Urban Infrastructure Recovery Fund (UIRF) improvements. These are expenditures that may include, but are not limited to, items such as landscaping, surveys, design, administrative fees, concrete, asphalt, equipment improvements, staff time etc. Contracts will be entered into in compliance with the procurement provisions of Columbus City Code Chapter 329 and will not exceed $100,000.00 per job.
Fiscal Impact: $100,000.00 is required and budgeted in the Voted Recreation and Parks Bond Fund to meet the financial obligations of these various expenditures.
Emergency Justification: It is immediately necessary to set up a certificate in the amount of $100,000 for various expenditures related to UIRF improvements and this project can proceed in a timely manner and keep commitments made to the local community.

WHEREAS, various UIRF improvements are necessary within the Recreation and Parks Department; and
WHEREAS, funding is available for these improvements from unallocated balances within the Voted Recreation and Parks Bond Fund; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to set up a certificate in the amount of $100,000.00 for various expenditures related to UIRF improvements thereby preserving the public health, peace, property, safety, and welfare; NOW, THEREFORE
