Title: To authorize the Director of Public Utilities to enter into an agreement for professional engineering services with Dynotec, Inc. for the Whitman Road Stormwater System Improvements for the Division of Sewerage and Drainage and to authorize the transfer of $74,418.15 within the Storm Sewer Bonds Fund; to amend the 2014 Capital Improvements Budget and to authorize the expenditure of $324,418.15 within the Storm Sewer Bonds Fund. ($324,418.15).

BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into an agreement with Dynotec, Inc. for professional engineering services for the Whitman Road Stormwater System Improvements. The purpose of this project is to address roadway and high water reports from Whitman Road residents due to an under-performing storm system along McNaughten Road. The work will include a new storm sewer system that will be designed and constructed to serve the project area with a discharge to an adequate outlet. Proposed improvements to be investigated will include, but are not limited to: off/inline storage, stormwater quantity and quality control facilities, possible storm sewer re-routing, increasing capacity of the receiving storm sewer systems and stormwater Best Management Practices (BMPs).

ENGINEERING CONTRACT AWARD: Dynotec, Inc. was selected in accordance with the procedures set forth in Columbus City Code, Section 329.14, "Awarding professional service contracts through Requests for Proposals (RFPs)". The RFPs were sent to Dynotec, Inc., MS Consultants, Inc., Patrick Engineering, Inc., Ribway Engineering Group, Resource International, and Prime AE Group.

Upon review of the proposals, the bidder was ranked using criteria specified in the City Code, and more specifically: Proposal Quality, Competence to Perform, Project Schedule, and Local Workforce. Based upon these criteria, Dynotec, Inc. was selected for this project. Their Contract Compliance Number is 31-1319961, expires 3/4/2015, MAJ.

FISCAL IMPACT: This legislation includes $324,418.15 for mitigating Stormwater issues in the Whitman Road area as directed by the Project Engineer, which will be paid from the Storm Sewer Bonds Fund.
