Explanation

1. BACKGROUND
This ordinance seeks authorization for the Director of Public Service to enter into a Guaranteed Maximum Reimbursement Agreement with the Columbus Museum of Art (CMA) for up to $191,178.30 to construct public infrastructure improvements on Washington Avenue and Ninth Street, as part of the Museum’s current renovation and expansion project.

The ordinance allows the city to reimburse CMA for items constructed in the final condition in the right-of-way on Washington Avenue and Ninth Street between Broad Street and Gay Street. This includes curbs, sidewalks, curb ramps, a pull-off area on Ninth Street, water valve adjustments on Washington Avenue, and other items necessary to construct infrastructure in the final condition within the right-of-way.

This ordinance also authorizes the Director of public service to encumber funds for inspection services so that Department of Public Service staff can inspect the improvements described above. The estimated cost of inspection is $19,117.83.

3. FISCAL IMPACTS
Funds in the amount of $210,296.13 are available for this project in the Streets and Highways Bond Fund within the Department of Public Service.

4. EMERGENCY DESIGNATION
The Department of Public Service is requesting emergency designation in order to allow construction to begin, which is necessary to maintain the Columbus Museum of Art’s project schedule.
