Explanation
BACKGROUND: This ordinance authorizes the option to purchase Asphalt Emulsions for the Department of Public Service, Division of Planning and Operation and all city agencies. The term of the proposed option contract will be through April 30, 2017 with the option to extend one additional year, subject to mutual agreement by both parties, in accordance with formal bid SA005755. The Purchasing Office opened formal bids on February 26, 2015. Asphalt Emulsions is used for repair applications on city roadways.
The Purchasing Office advertised and solicited competitive bids in accordance with relevant provisions of Chapter 329 of the City Code relating to competitive bidding process (Solicitation No. SA005755). Twenty-four (24) bids were solicited (MAJ: 21, M1A: 3) Two bids were received (MAJ: 2).
The Purchasing Office is recommending one award to the lowest responsive, responsible and best bidder:
Asphalt Materials, Inc., CC#351002095, exp. 2/19/2017
Total Estimated Annual Expenditure: $650,000.00
The company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of States database for Findings for Recovery.
This ordinance is being submitted as an emergency because without emergency action street maintenance will be delayed and the efficient delivery of valuable public services will be slowed.
FISCAL IMPACT: Funding to establish one (1) option contract is budgeted in the General Fund. The city agency will be required to obtain approval to expend from its own appropriations.

To authorize the Finance and Management Director to enter into one (1) contract for the option to purchase Asphalt Emulsion with Asphalt Materials, Inc. and to authorize the expenditure of one dollar ($1.00) to establish the contract from the General Fund; and to declare an emergency.
