Title: To authorize the Director of the Recreation and Parks to enter into a revenue contract beginning July 1, 2015 with Caresource; to accept payments and reimbursement for services totaling up to $3,500,000.00 from Caresource; to authorize the appropriation of $3,500,000.00; and to declare an emergency. ($3,500,000.00)
Explanation
BACKGROUND:  The Ohio Department of Medicaid (ODM) has selected Caresource to provide services for the Ohio Home Care Waiver (OHCW) program, beginning July 1, 2015.  This ordinance authorizes the Director of Recreation and Parks to enter into a revenue contract with Caresource beginning July 1, 2015. Central Ohio Area Agency on Aging (COAAA) will provide case management services for OHCW clients in the Columbus region.
 
The OHCW program is designed to meet the needs of financially eligible consumers who require an intermediate or skilled level of care and who are age 59 or younger. Without the services available through the waiver benefit, these consumers are at risk for hospital or nursing home placement. Consumers approved for the OHCW benefit may receive care and services at home.   
 
FISCAL IMPACT:  
This ordinance requests the expenditure of $3,500,000.00 from the Recreation and Parks grant fund.
Emergency action is requested in order to meet the conditions of the contract so that services to eligible consumers can begin July 1, 2015.

WHEREAS, the Ohio Department of Medicaid has selected Caresource to provide services for the Ohio Home Care Waiver program, and Caresource has elected to have the Central Ohio Area Agency on Aging provide case management services to eligible consumers beginning July 1, 2015; and
 
WHEREAS, it is necessary to accept and appropriate the funds from Caresource for the aforementioned activities in the amount of $3,500,000.00; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept said contract so there is no interruption of services to consumers thereby preserving the public health, peace, property, safety and welfare; NOW, THEREFORE
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the Director of Recreation and Parks be and is hereby authorized to enter into a revenue contract beginning July 1, 2015, with Caresource to provide case management services to eligible Ohio Home Care Waiver program consumers.
 
SECTION 2. That for all funds currently deposited for all funds anticipated to be received into the fund, the City Auditor is hereby authorized to appropriate $3,500,000.00 to the Recreation and Parks Grant Fund 286 as follows (Appropriation is effective upon receipt of executed grant agreement):

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes same.
