Title: To authorize the Director of Public Utilities to enter into an agreement with Stantec Consulting Services for professional engineering services for the Union Avenue Area Water Line Improvements Project; for the Division of Water; to authorize a transfer and expenditure up to $261,038.64 within the Water G.O. Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with Stantec Consulting Services, Inc., for the Union Avenue Area Water Line Improvements Project, in an amount up to $261,038.64, for Division of Water Contract No. 2056.

This project includes replacing or rehabilitating approximately 11,920 linear feet of 6-inch and 8-inch water lines within the Hilltop/Franklinton planning area.

The majority of the project is in the Hilltop planning area. The streets include: Union Avenue, Brehl Avenue, Dana Avenue, Princeton Avenue, Sullivant Avenue, West Park Avenue, Porter Street, Wrexham Avenue, Mound Street, Whitehead Road, Clarendon Avenue, Vauxhall Place, Greenville Road, Western Hill Court, Robin Hill Court East, Mallcreek Court, Riverpoint Court, Woodhurst Court, Valleywood Court, Musket Ridge Drive, Valleycreek Drive, West Wind Lane, and River Bend Place.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: The goal of this project is to replace or rehabilitate the existing 6-inch and 8-inch water lines that have a high break frequency. Replacement of these water lines will improve water service, decrease burden on water maintenance operations, and reduce water loss. The Neighborhood Liaison(s) will be contacted and informed of this project during the design phase. Further community outreach may result through the Neighborhood Liaison Program.

3. BID INFORMATION: The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals." The evaluation criteria for this contract included: 1. proposal quality and feasibility, 2. past performance, 3. environmentally preferable offeror, and 4. local workforce.
