Explanation

1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a professional engineering services agreement with GS&P/OH, Inc., for the Dundee Avenue Area Water Line Improvements Project, in an amount up to $188,299.31, for Division of Water Contract No. 2057.

This project includes replacing or rehabilitating approximately 12,825 linear feet of 6-inch and 8-inch water lines within the Eastmoor/Walnut Ridge” and “Eastland/Brice planning areas.

The majority of the project is in the Eastmoor/Walnut Ridge planning area. The streets include: Dundee Avenue, Wilton Drive, Wilton Place, Dundee Place, Clyde Place, E. Livingston Avenue South Service Road, E. Livingston Avenue North Service Road, E. Livingston Avenue, Arkwood Court, Dort Place, Walkath Drive, Geomar Drive, Chrisview Drive, Striebel Drive, Striebel Road, Dehner Drive, Cardston Court, Seaforth Place, North Rotunda Court, and Easthaven Court South.

2. ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: The goal of this project is to replace or rehabilitate the existing 2-inch, 6-inch and 8-inch water lines that have a high break frequency. Replacement of these water lines will improve water service, decrease burden on water maintenance operations, and reduce water loss. The Neighborhood Liaison(s) will be contacted and informed of this project during the design phase. Further community outreach may result through the Neighborhood Liaison Program.

3. BID INFORMATION: The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329, "Awarding professional service contracts through requests for proposals." The evaluation criteria for this contract included: 1. proposal quality and feasibility, 2. past performance, 3. environmentally preferable offeror, and 4. local workforce.
