Explanation

 

The purpose of this legislation is to authorize the Director of Public Utilities to enter into a grant agreement with the Grange Insurance Audubon Center (GIAC) for the development of the STEM curriculum and at the same time ensure integration between the STEM curriculum and the interactive Storm water exhibits.

 

Current GIAC curriculum focuses on birds, habitats, aquatic habitats (in-depth), and conservation including the green/LEED features of the Center and the Metro Park as a whole. 

 

The goal of this GIAC curriculum is to educate students from grades kindergarten to twelfth to identify, understand and demonstrate their knowledge of watersheds, run off, and impact on water quality and engage students in analyzing the current built environment and infrastructure.  Instruction would then focus on current innovations and technologies to address storm water management.  Utilizing the village, digital stream tables, and the storm water management features of the Center itself, students would then be asked to update and/or create improved systems for storm water management.

 

This working agreement will become effective upon execution by the City and terminate one (1) year from the date of the last signature.

WHEREAS, the Director of Public Utilities wishes to enter into a grant agreement with the Grange Insurance Audubon Center (GIAC) for the development of the STEM curriculum, and

 

WHEREAS, the goal of the program is to educate students from grades kindergarten to twelfth to identify, understand and demonstrate their knowledge of watersheds, run off, and impact on water quality and engage students in analyzing the current built environment and infrastructure, and

 

WHEREAS, the GIAC curriculum focuses on birds, habitats, aquatic habitats (in depth), and conservation including the green/LEED features of the Center and Metro Park as a whole, and

 

WHEREAS, the GIAC curriculum employs all aspects of the building and the site to reinforce classroom learning, most especially putting into practice the scientific method, and

 

WHEREAS, students ask questions, develop hypotheses, determine how they will test the hypothesis, implement their research design, collect data, crunch the data and draw conclusions, and

 

WHEREAS, the greatest impact will be in the development of the curriculum related specifically to designing technological/engineering solutions using science concepts, and

 

WHEREAS, the Department of Public Utilities supports the GIAC curriculum, and

 

WHEREAS, the grant agreement will become effective upon execution by the City and terminate one (1) year from the date of the last signature, and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director to enter into a grant agreement with the Grange Insurance Audubon Center (GIAC) for the Division of Sewerage and Drainage, Stormwater and Regulatory Management Section for the development of the STEM curriculum and at the same time ensure integration between the STEM curriculum and the interactive Storm water exhibits; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Director of Public Utilities be and is hereby authorized to enter into a grant agreement with the Grange Insurance Audubon Center (GIAC), 505 W. Whittier Street, Columbus, Ohio 43215, for the development of the STEM curriculum and at the same time ensure integration between the STEM curriculum and the interactive stormwater exhibits.  This curriculum will educate students from grades kindergarten to twelfth to identify, understand and demonstrate their knowledge of watersheds, run off, and impact on water quality and engage students in analyzing the current built environment and infrastructure, for the Division of Sewerage and Drainage, Stormwater and Regulatory Management Section.  The term of this agreement will become effective upon execution by the City and terminate one (1) year from the date of the last signature.

 

SECTION 2.  That the expenditure of $50,000.00 or so much thereof as may be needed, is hereby authorized in Fund 6200, Division of Sewerage and Drainage, Storm Sewer System Maintenance Section in object class 03 Services per the accounting codes in the attachment to this ordinance.

 

SECTION 3.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
