Background

The OhioHealth Cap City Marathon/Half Marathon/Quarter Marathon/5K takes place this year on April 30, 2016. Organizers anticipate that more than 14,000 runners and walkers will participate during this year’s 13th anniversary event. In addition, the 2016 half marathon will serve as the crowning event for the USA Half Marathon Championships, USA Track and Field’s most prestigious competition. The 200 best male and female half marathon runners in the country will compete for the championship at this year’s event.

 

The Cap City Marathon annually generates in excess of $7.5 million in economic benefit to the city and also serves as a considerable contribution to the culture of health and wellness that is becoming a hallmark of central Ohio.

 

The event organizers have also partnered with the Department of Recreation and Parks to create the “Be a Champion” youth training program, which is designed to encourage youth fitness in Columbus. Pedometers were distributed to more than 750 children through afterschool programs, and those participants were encouraged to walk or run the equivalent of 13.1 miles leading up to the April event. Program participants have also been invited to join by running or walking in the half marathon event.

 

The city intends to provide $75,000.00 to the Columbus Sports Commission in support of the 2016 event. Providing supplemental support to the event will allow organizers to better leverage media and event planning resources and increase the profile of the city as one that crowns champions.

 

Fiscal Impact: Funding is available within both the general fund and the Neighborhood Initiatives subfund.

 

Emergency action is requested in order to expedite the provision of operational support prior to the event, currently scheduled to take place on April 30, 2016.

 

Title

To authorize the Director of the Department of Development to enter into contract with the Greater Columbus Sports Commission; to appropriate $25,000.00 in the general fund, Neighborhood Initiatives subfund; to authorize the transfer of $50,000.00 between departments within the General Fund; to authorize an expenditure of $75,000.00 from the general fund; and to declare an emergency. ($75,000.00)

 

Body

WHEREAS, the OhioHealth Cap City Marathon/Half Marathon/Quarter Marathon/5k is an annual event that draws thousands of participants to Columbus each year and generating more than $7.5 million in economic benefit to the city; and

 

WHEREAS, this year’s half marathon event will serve as the USA Track and Field’s National Championship event, showcasing Columbus as a city that crowns champions; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to enter into contract and provide operational support to the Greater Columbus Sports Commission at the earliest practical date for the preservation of the public health, safety and welfare; now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the City Auditor be and is hereby authorized and directed to appropriate $25,000.00 in the Neighborhood Initiatives Fund, fund 1000, subfund 100018, to the Department of Development, Economic Development Division, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 2. That the transfer of $50,000.00, or so much thereof as may be needed, is hereby authorized between departments within the General Fund 1000, per the accounting codes in the attachment to this ordinance.

SECTION 3.  That the Director of the Department of Development is hereby authorized to enter into contract with the Greater Columbus Sports Commission to provide operational support to the OhioHealth Cap City Marathon/Half Marathon/Quarter Marathon/5K.

 

SECTION 4. That the expenditure of $75,000.00 or so much thereof as may be needed pursuant to the actions authorized in SECTION 3, is hereby authorized in the General Fund 1000, in Object Class 03 - Contractual Services, per the accounting codes in the attachment to this ordinance.

SECTION 5.  That this contract is awarded pursuant to the provisions of City Code Chapter 329 relating to not-for-profit service contracts.

 

SECTION 6. That for the reason stated in the preamble here to, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
