Explanation

 

Ordinance 2746-2015 authorized the Board of Health to enter into a contract with Mt. Carmel Hospital in the amount of $65,000.00 for the provision of participant coordination services for the period of November 1, 2015 through October 31, 2016.  This ordinance is needed to increase contract EL017691 in the amount of $32,500.00 for a total contract amount not to exceed $97,500.00 with Mt. Carmel Hospital.

 

This modification is needed to meet demand for participant coordination services, particularly for pregnant women, for the My Baby & Me (Healthy Start) grant. 

 

This ordinance is submitted as an emergency so services of care coordination for pregnant women are not delayed and to allow financial transactions to be posted in the City’s accounting system as soon as possible.

 

FISCAL IMPACT:  The Healthy Start Grant Program is entirely funded by the U.S. Department of Health and Human Services.  This program does not generate any revenue or require a city match. 

 

Title

 

To authorize and direct the Board of Health to modify and increase a contract for participant coordination services with Mt. Carmel Hospital;  to authorize the expenditure of $32,500.00 from the Health Department Grants Fund;  and to declare an emergency.  ($32,500.00)

 

Body

 

WHEREAS, $32,500.00 in additional funds are needed to provide additional participant coordination services for My Baby & Me (Healthy Start) clients; and,

 

WHEREAS, it is necessary to modify and increase contract EL017691 with Mt. Carmel Hospital for participant coordination services; and,

 

WHEREAS, this ordinance is submitted as an emergency so services of care coordination for My Baby & Me (Healthy Start) participants are not delayed and to allow the financial transactions to be posted in the City’s accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,

 

WHEREAS,  an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to increase the contract with Mt. Carmel Hospital to ensure care coordination for My Baby & Me (Healthy Start) participants for the immediate preservation of the public health, property, safety and welfare, and to avoid delay in client services; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Board of Health is hereby authorized to modify and increase a contract (EL017691) with Mt. Carmel Hospital by adding an additional $32,500.00 to the contract for a new total contract amount not to exceed $97,500.00.

 

SECTION 2.                     That the expenditure of $32,500.00 is hereby authorized from the Health Department, Division No. 5001 as follows:

SECTION 3.  Funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 4.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
