To authorize and direct the Director of Recreation and Parks to grant consent to various organizations to apply for permission to sell alcoholic beverages at the following 2016 events: Gladden House Community Festival; Columbus Diaper Coalition Block Party; FleaBites Columbus; 50th Anniversary for the Ohio Association of Fire Fighters 2016 Bi-Annual Conference; Tour of Franklinton; Columbus Arts Festival; Park Street Festival; Stonewall Columbus Pride; Columbus Pride Weekend; Bat-N-Rouge Charity Softball Game; The Community Festival; Red, White & Boom; Doo Dah Parade & Party; Deschutes Brewery Street Pub Festival; Ohio Wine Festival; Jazz & Rib Fest;  St. Mary Homecoming Festival; Columbus Food Truck Festival; Festival Latino; Fourth & Main Barbeque Block Party; Merion Village Festival; Fashion Meets Music Festival; Hot Times Community Music & Arts Festival; Independents’ Day; Eric Carmichael Seafood & Poultry Festival; Ohio Craft Brew Festival; Varsity Club Crank-Up Parties; Tiny Gate Block Parties; Columbus Italian Festival; and the HighBall Halloween.

 

Background: This ordinance will grant permission to the following groups to apply for a temporary liquor permit authorizing the sale of alcoholic beverages at special events to be held during 2016:

 

1)                     Gladden Community House for the Gladden Community House Festival, May 7;

2)                     Columbus Diaper Coalition for the Columbus Diaper Coalition Block Party, May 7, Oct. 1;

3)                     SKAL Columbus for the FleaBites Columbus, May 22;

4)                     Columbus Firefighters Foundation for the 50th Anniversary for the Ohio Association of Professional Fire Fighters 2016 Bi-Annual Conference, May 24-25;

5)                     Gladden Community House for the Tour of Franklinton, June 5;

6)                     Greater Columbus Arts Council for the Columbus Arts Festival, June 7, 10-12;

7)                     Marine Corp Family Support Community for the Park Street Festival, June 10-12;

8)                     Stonewall Columbus, Inc. for the Stonewall Columbus Pride, June 17-18;

9)                     The Union Station Foundation for the Columbus Pride Weekend, June 17-18;

10)                     Columbus Softball Association for the Bat-N-Rouge Charity Softball Game, June 19;

These organizations wish to sell alcoholic beverages to eligible patrons on various city streets and city property to be used for the events. There were no reports or public intoxication at these events last year. The Gladden Community House Festival, Columbus Diaper Coalition Block Party, FleaBites Columbus; 50th Anniversary for the Ohio Association of Professional Fire Fighters 2016 Bi-Annual Conference, Deschutes Brewery Street Pub Festival, Fourth & Main Barbeque Block Party, Merion Village Festival, and the Eric Carmichael Seafood & Poultry Festival are new events.  

 

The City of Columbus, acting by and through its Director of Recreation and Parks, is required to grant approval to the organizers of these events so they may obtain the required permits from the Ohio Department of Commerce, Division of Liquor Control.

    

Emergency Justification: The first two community events of 2016 will be held on May 7.  The State of Ohio requires all events to file their application of temporary liquor permits at least 30 days in advance of an event.  Several non-profit organizations were delayed in submitting requests this year awaiting prior approval from the University Area Commission for those events held in the University Area.  

 

Benefits to the Public: Allow streets to be the host site for charitable organizations to host events as community fundraising endeavors with proceeds going back to the community.

 

Community Input Issues: This legislation has the support of charitable organizations that will benefit from its passage. Event coordinators will still need to secure street closure signatures from neighborhood property owners before closing streets.

Title

 

To authorize and direct the Director of Recreation and Parks to grant consent to various organizations to apply for permission to sell alcoholic beverages at various 2016 events; and to declare an emergency.                   

 

Body

 

WHEREAS, the following special events listed in Section 1 will take place during 2016; and

 

WHEREAS, an emergency exists in the usual daily operation of the Department of Recreation and Parks in that it is immediately necessary to grant consent for these organizations to apply for permission to sell alcoholic beverages to allow time for their applications to be processed; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.   That the Director of Recreation and Parks be and is hereby authorized and directed to grant consent on behalf of the City of Columbus to the following organizations to apply for appropriate liquor permits to enable the non-profit groups to sell alcoholic beverages during the hours specified in said permits and at a specified locations during their 2016 special events:

SECTION 2.   That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor approves nor vetoes the same.
